Yeah, more often than not it's the yelling characters that are not intimidating. In general those who lack of power tend to raise their voice to compensate. Just take Bale's "here" in Batman Begins. Scary as hell.

Bale was never that good at doing an intimidating voice when not outright yelling, even in BATMAN BEGINS. He has a naturally soft voice anyway, and as you can see in that audition clip, probably would have been better suited with a Keatonesque whisper with a slight edge to it.
