First of all, anybody stupid enough to think he or she can compel the Hulk to register under the SHRA had best make out a will before and have a list of six potential pallbearers to boot.
Much like the Punisher, Ol' Greenskin is outside the system as a wanted felon anyway, so it won't make much difference to him!

Hulk is not on Earth right now. Civil war will have no effect on Hulk.
