Colouring Lineart

I have already put a similar question on the community general discassion board but I think it is more apt here. My question is as follows:
When downloadign lineart I find that when I open it in paint programmes the paint pallet is in black and white. I have been told how to bring this to colour on paintshop but the solution doesn't apply to other programmes and I don't have a copy of paintshop on my laptop. Is there any way of colourin glineart on Microisft Paint (I know this is only basic) or Photimpact 10? BOth of these programmes only give the black and white pallet.
Any help will be greatly appreciated.
 
I don't have either of those programs, however, in Photoshop when you are just receiving black-white colors, it's because the picture is saved in Grayscale. Perhaps your scanner is set to save images in Grayscale and that's why all of your line-art ends up like this.

Try and find a way to change the image setting from Grayscale to RGB. But again, I don't have either of those programs and don't know the exact way to do this.
 
If it's anything like GIMP. You go to Image > Mode > RGB
 
I now realise that once it has been made in colour on Photoshop it stays in colour on any application once opened up. (Just in case anyone was wondering).
 
If you don't have Photoshop Gimp works well too and can be downloaded for free. You can also get photoshop for free too if you look hard enough ( I got Photoshop CS for free ).
 
if you open it in Microsoft paint then save it as a bitmap or jpeg maybe it'll work

yea, just download a photoshop keygen from a torrent
