He designed and helped build the original Outsiders headquarters and he helped rebuild Indigo. Roy's father was Roy Harper Sr. He died saving several members of a Navajo tribe during a heavy fire that spread. He was also a forest ranger. And "the guy," who eventually looked after Roy was the shaman known as Brave Bow. Taking Roy under his wing was his way of saying thank you to Roy's father.

Roy has a daughter named Lian. The mother is Cheshire, real name Jade Nguyen. Roy was originally assigned to bring in Cheshire by first attempting to gain her trust. Both eventually fell in love with one another, and Roy soon found himself not able to turn her in. So he left her, due to fearing that he would only endanger her. Thus not knowing that she was pregnant with his child.
