1-Why isn't Gardner Fox credited for creating the characters of Batgirl and The Cluemaster?

2-Why isn't Steve Englehart credited for creating the character of Rupert Thorne?

3-Why isn't Jerry Robinson credited for creating the character of The Joker?

4-Why isn't Bill Finger credited for creating the characters of The Penguin and The Riddler?

5-Why aren't Chuck Dixon and Doug Moench credited for creating the character of Bane?

6-Why isn't Neal Adams credited for creating the character of Man-Bat?

7-Why isn't France Herron credited for creating the character of Firefly?

8-Why aren't Alan Grant and John Wagner credited for creating the characters of The Ventriloquist and Scarface?

9-Why isn't Gerry Conway credited for creating the character of Killer Croc?

10-Why isn't Alfred Bester credited for creating the character of Solomon Grundy?

11-Why isn't Robert Kanigher credited for creating the character of Poison Ivy?
 
They say the characters are from DC Comics so that would be enough on the whole package.
 
Why aren't those creators credited every time the characters show up on JLU or in comics?

Simply because the creators contracts with DC don't specify anything about them being given credit for the creation of the character in perpetuity - like Kane's does. Same goes for the Superman family and Siegel/Shuester.

A better question is why doesn't Bill Finger get credit equally with Kane for the creation of The Batman?

Kane's Batman wore a bright red costume, stiff black bat wings attached to his arms, and a black domino (Robin style) mask. Finger made the character look like he does today. Finger, in writing some of the early Batman stories, made the character into the detective we all know and love. Finger named 'Bruce Wayne' - not Kane. Finger also named Gotham, and contributed to the creation of Catwoman, Two Face, Penguin, Riddler and Clayface. He also wrote the first Joker issue.

Finger deserves more credit than Kane does IMO.

No - if you look closely, he says Ivy as created along with Quinn by the BTAS team. :confused:

Why ask those all as individual questions? Why not just ask why the creators aren't credited?

I was thinking the same thing too. It would have been easier for not only you and I, but for him as well. :o
