What does it matter? All the Jedi are dead. The only person who can really claim her as a Jedi Master is her. Luke, Yoda, and Obi-Wan can't because the whole point was that we were starting over. Rey is going to take the texts and do things differently. All Luke/Yoda/Obiwan can do is train her in the old dogma of the past. If she is a light side force user and she has pupils, then we can consider her a master. And after TLJ, that's the most obvious direction they'll go. If she isn't training anyone in IX, then I can't really appreciate the ending of TLJ. Yes - there used to be a certain and specific way that one could be deemed a "Jedi." But I don't think that's the case anymore. Rey is the first in a class of New Jedi. It's possible they won't even adhere to light/dark ideology... much less anything else. Everything is on the table.

I actually wouldn't be surprised if she isn't a Jedi Master in any sense at the beginning nor the end of 9. At the same time, I wouldn't assume the end of TLJ gives as an indication of where her character will be at the beginning of 9 which will take place a few years later.
While I agree " Everything is on the table" , or put another way, " There are a lot of possibilities", I wouldn't be surprised if they didn't go the route that fans expect , i.e. that her goal is to restart the Jedi order somehow, or to teach the force in a new way to younglings and other force users. That's why I question what she wants to do and whether her goal is to become some kind of Jedi Master or whether she feels she wants a different type of life for herself which isn't about carrying on the legacy of the Jedi.
Given that TFA ,and TLJ in particular, have gone in directions that the fans didn't see coming ,i.e. didn't adhere to fan theories and assumptions, I wouldn't be surprised if the same is true for Episode 9 with regards Rey and to several of the new characters
