I like the idea of everyone recieving their voter registration applications when they turn 17 which should also have a voter ID form available.

While you cannot vote until you’re 18 there’s absolutely no reason not to register voters - even automatically - at an earlier time and age. An issue is that people change addresses and states so that has to be accounted for in such systems.
