To me, this boils down to fixing a problem that doesn't exist. If the government is going to set a requirement for voting, the individual should not be in any way financially impacted if they want to vote.

No one should have to choose between what they can and can't afford in their day to day life if they want to vote.

There shouldn't be a poll tax for people of lesser means.
