Obviously Banner is not going to be one to register with the government or S.H.E.I.L.D. because time and time again the military has been trying to kill him, and it'll just take one attack on Hulk from Iron Man's crew to wipe out at least half of the registered superheros. They have to really be smart when trying to take down the Hulk, and in this state of paranoia, no one will be thinking clearly = Hulk Victorious.
