And for the first time in this entire discussion, you make a cogent point. Perhaps Rags' (limited) superpowers that he gets from the cloak could be dampened by Tap, but that's not really the point of the character.

I would quite agree that GLs are safe, although I don't see how the Sorcerors Supreme are.
