I would say his natural charisma makes up for a lot of it. Plus he's smart in the roles he picks because it plays to his strengths. He's not a Sean Penn trying to do an action movie.

I think the Rock's overexposure is what turns off people.
He seems a likeable enough guy as a person.
But he's attached to too many projects.
If you think about it, how can these movies all get made?

Doc Savage will likely get made. There's no way a studio will shut down a movie that has Shane Black directing the Rock.
G.I. Joe 3 and Journey 3 are probably off the table due to their lack of developments for a while. And I know San Andreas 2 was announced only a few months ago, but I wouldn't be surprised if that doesn't make the cut either, especially since another project between the Rock and Brad Peyton, Rampage, seems to have more momentum. Plus, I think those involved will realize audiences probably won't want a sequel to that movie.

They could just cast someone else as the lead of Journey 3. Rock wasn't the lead in the first movie.
Not to mention focus on a different family or group of people for San Andreas 2. It seems ridiculous the same family would get caught up in yet another natural disaster zone.
