Episode 1, Passing Truck - Significant?

After Claire makes her video, before she goes into the burning building, a truck passes her going the opposite direction of the firetruck. She has a really strange look on her face, but I can't imagine what that means. I suppose she could be "inspired" to go in the burning building, but it looked like she saw someone and something bad in the truck. You can see it here, at about 4:00.

Good catch. I went to that link to see it again myself. I saw a tanker and two people in black or in shadows riding in the back of the truck. It could mean that there another group working in the shadows besides Claire's dad that might be a big "link" towards the heroes.
 
It just seemed so random and unexplained. It's never revisited. Maybe they started the fire? Are they stealing something? I have no clue why that would be important. Could we see the faces in the truck in a better video? It's obviously something, but I cannot figure out what. What did Claire notice that causes the shocked look on her face?

But seriously... a red herring for what? It was obviously just the type of thing that you would want to follow up on later, but my question is... if it was a red herring, what was it supposed to mislead us to?

Yep. Red herrings lead somewhere... no false lead makes it a dangling plot thread, and honestly, a show of this quality, I expect that thread to be picked up, maybe even as late as season 2 or three.
 
The truck is part of a secret govt. organization that causes disasters in hopes of bringing heroes to the surface.
 
according to the site heroeswiki.com, in the original unaired pilot, there was a terrorist cell that was stealing nuclear stuff from different parts of the country. their plan was to use the materials to blow up new york (the painting). in fact, the "radioactive character" from the series is actually a copy of one of the terrorists who was going to use himself to ignite the nukes. oddly enough, the radioactive guy we know from the episodes still may play a major role in that explosion.

so to answer the question, yes, that truck was the terrorists stealing nuclear material, but that plot has been dropped because the execs felt it may have been non PC.
