the fourth villian will probably be a cameo. venom is built up throughout the whole movie and at the end he finally becomes venom. sandman is the main target, however sandman may be a good guy considering the black suit on spidey is currupting him. Idk how thats gonna go. GG2 has obviously been built up since the beggining of these movies, and shall fight spiderman at some point in the film.

I suspect the fourth villian being either a cliff hanger or just spiderman fights him in the beggining as an intro to the movie. Either way, it wont be long.

I consider the symbiote and venom the same villian, so it cant be counted as the fourth, but thats not up to me.
