And I just know I saw a pic of Cyclops as the Phoenix the other day, It was a What If. I saved it and everything. I JUST KNOW IT.
But I can't find it. So imagine Scott Summers, Cyclops, as the Phoenix.

Hmmm....
Ok, how about this,
The Exiles are created to set things right in time lines.
Maybe the Phoenix Force is put together to set things right in time lines where it seems too hopeless (like thousands of things are going wrong all over the universe at the same time, or different areas of time), and if they cannot save the time line then they must destroy it before it effects the other time lines.
