It's a tie between The Penguin and Catwoman. Loved them both.

Devito's Penguin reinvented the character for the better I think. Plus he's got so many great quotes. Every line of dialogue from that man seemed either awesome, or awesomely perverted.

DeVito's Penguin for me was the best; horrifying, pathetic, tragic.

Then Nicholson's Joker and Pfeiffer's Catwoman. Both excellent.

Catwoman was my favorite but I didn't really find her villainous.

As for my favorite villain, Penguin would be first for me, then Joker, then Riddler, then Poison Ivy; All because they acted like true villains, even if there was some camp.

It's difficult, I'm torn between the Joker and the Catwoman. Ultimately though, I have to go with Joker. Nicholson was excellent in that role.

Yep, agreed. Danny DeVito was in character so much. What a performance!

Catwoman for me, I think its because out of all the villains out of any film/show she's the only one I like more than the comics, the chemistry between Bruce & Bats was spot on, Michelle was a great actress, the suit was original & awesome, her story though not comic book accurate I liked a lot as an alternative to just being a thief, & every scene she was in in Returns was fantastic & I personally believe there will never be a better portrayal of the Catwoman character ever in any future films, period.

Joker comes second, with Penguin not far behind.
