For Native Americans who *aren't* mutants (Like Dani Moonstar or Forge), there's always American Eagle, who has been portrayed as pretty badass at times, and lacks any of the 'magical Indian powers' awkwardness of characters like Red Wolf Crow or Black Crow or any other [Color] [Animal] clichés I'm forgetting. His power level is just right to be operating with folks like Luke Cage, White Tiger, etc., at a more 'street' level of storytelling.
White Tiger, either Angela or Ava (or both?), could quite possibly carry a book, on their own. I'd prefer they retain/regain some Tiger God power-up goodness, or maybe even develop some new capabilities along those lines (perhaps being able to manifest the spirit of the tiger god as a physical creature, like a real tiger), than just be non-powered street fighters.
I imagine that Amadeus Cho is going to return to being a tech-guy, eventually, and stop being a Hulk replacement (or a Hulk at all). It might be a year or two, 'though.
Nico Minoru also manages to avoid being a legacy, and has her own niche as young spellcaster (shared to some extent with Ilyanna and Wiccan, but they use more teleportation, soul-swording and / or reality manipulation, than actual spellcasting, much of the time).
It is annoying that so many awesome characters are mutants, and unlikely to get a huge push anytime soon. I'm a big fan of Frenzy, for instance, and she's unlikely to get much play.
For African-American woman not named Storm, there's always Monica Rambeau. She's got some fun attitude, and a unique and visually interesting powerset. She's not a legacy character spun off from some dude, like Carol Danvers, which, IMO, automatically sets her up a notch. (Granted, Carol has now been around longer than Mar-Vell ever was, so, like Zatanna, at DC, a 'spin off' of Zatara, she's pretty much outgrown 'girl replacement' status.)
