ok I have GR2 #12 with Dr. Strange and I got the 1 shot comic featuring both of them. Is that it as far as that strange and rider team up arc is concerned? I ask cuz I noticed that Dr.Strange #28 has the same exact cover as the one shot? Are they one and the same? Clear this up for me.

At the time of the GR/DS crossover, the DOCTOR STRANGE series was sold only in comic specialty shops. So readers of GHOST RIDER wouldn't be screwed if they picked up their issues at the newsstand, Marvel released DOCTOR STRANGE # 28 on the newsstand as a special GHOST RIDER/DR. STRANGE one-shot. They did the same thing for QUASAR a little bit later, releasing that book's chapters of Operation Galactic Storm on the newsstand as a mini-series.
