Does anyone know if there is a program that will allow you to SPEAK (Not CHAT) with the other players on Halo: CE for the PC?

Well, Skype is one of them, but mainly for talking to your friends during games. It's highly unlikely unless your a clan for the members to have a chatting "group" It's also unlikely since most of the gamers probably don't have microphones.

Unless you play with the same group of people all the time there really isn't a way to do it, no.
If you DO play with the same group of people all the time there's Teamspeak or Ventrilo.
