Only by default. Season 2 was still good, it's just that seasons 1 and 3 were so great that they made 2 look weak by comparison.

Season 2 is weak. Better then the vast majority of tv, but it is weak. It is aimless and a lot of episodes lacked balance. That being said, Blackwater might be the best episode.

The first season is the best by far, the third is pretty great, and the second is good.

I've heard it said that this season there's less "jumping" so to speak and they're devoting more time to singular stroylines. Like the Purple Wedding takes up most episode 2 apparently.
