From the dialogue with Solange, I thought she got a phone call after he was already boarding or on the plane or something, so I thought Bond got a later flight and then inexplicably found the dude. This makes much more sense.

How does Bond just blindly trust that Leiter is CIA?

He wasn't placing any trust on Leiter. Bond's mission was to deny Le Chiffre the money by winning the game. Bond lost his $10 million and Vesper wasn't going to give him the extra $5 million. In the book, it's well established to Bond who Leiter is and that they are working together on the job.
