I think Harvey Dent and Bruce Wayne should instantly respect each other having read about each other's history and admiring each other's goal in cleaning up Gotham City.
As for Harvey and Batman it should be like when Batman was trying to gain a partnership with Gordon. I think Harvey at first is hesitant to give acknowledgement to Batman because for one he represents something Harvey cannot stand: vigilantism.
But he has a change of heart due to Batman saving him from a mob-hit and after being persuaded by Batman himself and Gordon that he truely is a good guy, than you get the rooftop scene, and all three of them becoming a triple-person task force.
