Joker told the Chechen that Gotham deserved a better class of criminal, and he was gonna give it to them. Somebody who wasn't after the usual things like money.
Penguin would give the city a different kind of criminal as well. Maybe money wouldn't be an issue but power is. BUT he is a very classy kind of boss. A ruthless gentleman. Very old-fashioned in a modern world. It's as if his mind is frozen back to his childhood where the seeds of this monster was created, through society and his family. Even though in THIS case his childhood would have to be in the 60s, he could dress like a middle-aged man from the 40's, 50's or 60s. Maybe the adults in his life back then dressed this way. And he still believes that this is what high society should look like. He's constantly trying to tap into that element because it's not exactly who he is. It's what his parents were, it's what the rich of Gotham were..but not him. The classy part is a facade like Bruce's billionaire playboy routine. Inside he's a bitter foul human being full of rage.
Perhaps his parents knew Thomas and Martha Wayne. Or even he as well. There's good stuff you can do with Oswald. Such as making him responsible for the death of Blakes father like TheWatcher says. It would still be a detective story at heart.
