Yes. Even if he couldn't do it now, I'd believe he could do it as what RPG gamers call a "power stunt." If nothing else, he could freeze water, then control it. Also, he gets his ice from "ambient moisture" so I could imagine him learning to choose where and how he gets his moisture.

flying? he uses ice as an ice-slide and slides places, he does not fly.

i think that's a one-off thang. It seems pretty special. In all the x-men comics i've read (limited, i'll give you) it's not been done and wikipedia doesn't list it as a power. I think there was context to it. A temp power boost or something. Meh, I dunno. He doesn't generally fly though. Its certainly not the classic view of the character but they keep giving people secondary mutations. Go to the marvel official stupid question thread and post the question for a better authority on it.
