No but that's because Disney/Marvel have been a little petty when it comes to that.

I voted, Xmen but I think doing Doom first is best, I think he and FF suffer if you try to introduce him as part of an FF origin story
It is amazing how much of Cosmic Marvel's greatness was unavailable due to the FF rights. FF and the various cosmic books were always some of my favorites, now we can FINALLY get them!!!! So happy!!!
Sokovia IS Latveria. The name was changed when Victor's ancestors were deposed and assassinated. He's bringing it back, baby!
Which is why you don't do an FF origin story! We have seen it twice on-screen, do what they did with Spider-Man: Homecoming and The Incredible Hulk and just bypass that part.
The biggest problem with making Sokovia Latveria is it will completely change Doom and his motivations.
To me, Doom is one of the greatest villains of all time because Lee and Kirby grew up in a time that fascist dictators were somewhat common and they understood fascist dictators.
If you study people like Hitler, Stalin, Saddam Hussein etc. you'll find they share a lot of similarities. They often came from humble beginnings and lived in societies where rich, powerful and often cruel people had all the power.
They fought to make something of themselves and overthrow those in power, and when they were successful, they ruled with anger and vengeance and brutal tactics they knew could maintain control because they had seen others use those tactics.
Those are some of the elements that forged Doom, and he was also driven by his rivalry with Reed Richards - obsessed to not only be the most powerful person in the world, but also hailed as the smartest.
Making Sokovia Latveria would completely change who Doom is and now he would presumably blame the Avengers for the destruction of his homeland and people.
I also think that making Sokovia into Latveria would make the MCU Earth seem small. Is there only one Eastern European city on this MCU Earth?
I just don't see any reason to do it and a lot of reasons not to.
Even the Eastern European cities such as Prague, Bucharest, Warsaw or St Petersburg don't exist! 
Will be glorious to see this guy in all his glory as a permanent part of the cosmic MCU.
I want him with Nova & Adam Warlock appear in a movie together, maybe with the Guardians too.
