Is Antman phase 2 or Phase 3?

Which is it exactly? cause I'm slighly confused. Despite it being announced with phase 2 . Is it actually the first in phase 3? Its post age of ultron. so you would assume anything after the climatic avengers movie would be phase 3 just like iron man 3 was phase 2 post avengers. Does anyone actually know? I would assume its phase 2 but its hard to say as Its post AOU.
