Is Kingpin the top crime boss in NYC again?

Is Kingpin the top crime boss in NYC again? I know Fisk has taken over the Hand, but he has been out power since the Underboss arc in Daredevil, simply taking over the Hand wouldn't reestablish his previous power base right away. It seems like there should be some stories where he is sweeping some of his rivals out of the way, before he can be the top crime boss in NYC again.

I mean it seems like Black Panther is dealing with this "Vlad the Impaler" guy rather then Kingpin. Plus it may be interesting to see Kingpin fight against some of the remnants of the Hood's organization. Also Kingpin should fight Mr. Negative and his organisation considering how Mr. Negative is built up in the Spider-Man title as a major crime boss.
 
This could be an issue of different editors, which is common in Marvel. AMAZING SPIDER-MAN is very much treating Kingpin as the "top crime boss" off NYC. He's employing the Hand, as well as the Hobgoblin, Lady Bullseye, and the Enforcers (or at least Montana of that team). Usually, Kingpin has to be feeling pretty good about himself to be matching wits with Spider-Man.

The Hood keeps popping up in AVENGERS/NEW AVENGERS, but he usually organizes super-villains, not just organized crime like the Kingpin does. I've never heard of Vlad from BLACK PANTHER: YET ANOTHER USELESS RELAUNCH (also known as MAN WITHOUT FEAR), but I doubt he'll be sticking around long.

Perhaps the crime picture in Marvel NYC is a bit more chaotic now. You have Vlad, the Hood, what is left of the Maggia, Mr. Negative (who rules Chinatown), and of course the Kingpin, who has merged his organization with the Hand.
 
I imagine a lot of people are coming back to him based on reputation. Can't be super hard to reestablish himself. Some good stories could come from him clashing heads with the other crime bosses.
 
Being the top boss doesn't preclude there being other bosses.
 
It actually rarely has. Kingpin has often been considered apart from the "Maggia" that Silvermane and Count Nefaria were part of. He's often struggled to control Chinatown (and some other Asian areas). He's often been rivaled in the underworld by Hammerhead or even Dr. Octopus. To a degree it was notable that Kingpin was in prison and hardly playing in the big crime field for as long as he was; some 2-3 years.

Kingpin might be active, but he certainly doesn't seem as strong as he's been in the past. I generally got the notion that he was numero uno when he kept on boasting his ego, obviously that changes with writers, but from the recent Spidey's I get the impression that he's working in secrecy almost, perhaps to take back the throne. It's all a mess if you ask me.
 
I want to see a gang war between Kingpin and Mr Negative.
 
Excuse me for being dense, but last I remember, Kingpin was in jail during Back in Black. How did he get out?
 
As far as I know he was released from prison to be exiled from the country. But we know that would've stop the Kingpin.
 
I'm pretty sure it was something along the lines of Matt Murdock fulfilling Vanessa Fisk's last wish. Don't quote me on it though.
