Per TMZ:

http://www.tmz.com/2016/08/02/django-actress-racism-lapd-cop-leaked-audio/

An LAPD cop, falsely accused of racism and brutality, is being attacked by an L.A. City agency for exposing the truth and defending himself ... and now the City wants a big chunk of his retirement.
It's a slap in the face to anyone who believes Blue Lives Matter. The L.A. Ethics Commission is gunning for recently retired LAPD Sgt. Jim Parker, trying to force him to pay a $10,000 fine for leaking audio to TMZ ... audio proving he did not profile a black woman engaged in lewd public conduct with her boyfriend.
You'll recall, "Django Unchained" actress Daniele Watts, who is black, was in a car with her white boyfriend near CBS Studios in the San Fernando Valley back in Sept. 2014. People from nearby offices called cops and complained they were having sex in the car.
Sgt. Parker responded, and when Watts refused to hand over her ID and then walked away, he cuffed her and placed her under arrest. Watts' BF went on a Facebook rant, which he then restated, claiming Sgt. Parker showed prejudice and aggression because of her color, and cuffed her so tight she was bleeding.
The LAPD did not come out and defend Parker, and he was getting skewered in the media ... labeled a racist cop.
That's when the Sgt. leaked to TMZ the audio of the encounter, which shows Watts was not only the aggressor, but falsely accused him of racism and threatened to get her publicist involved.

He should start a gofundme account, I bet he'd make double what they're wanting.

He should create a social platform and demand it and block freeways when he doesn't get it.

So a few things here...
Firstly, the cop didn't need to place her under arrest (based on the description of the account posted above). It's not illegal to not give up your ID in the moment as you're not expected to carry it at all times - not to mention the cop himself didn't actually see anything. Paired with that point, a history of systemic racism in LA against blacks does support the claim that the cop acted out of racism. All of that being said, regardless of how the media handles it, that doesn't mean the officer is convicted or suspended under the jurisprudence of the media. It's non-existent and if the media calls him a "Racist Cop" they could very well be sued for libel.

As for the Cop providing information to TMZ, he was technically involved in an ongoing investigation and handed over evidence to the public. He's going to get a fine for that - not to mention, we don't know what else IA was able to dig up - and IA has a history of siding with their own.

Final point I'll make is you're taking the words of TMZ as sermon. That should have been enough to make you go "hmm.... maybe there's more to this".

He was called there because someone saw them making lude acts in public, it's called a police investigation when they respond to a call. When someone doesn't cooperate (such as not providing proof of identity and walking away) then that's interference with an investigation. Don't you watch cops? People running away from an officer after being asked for an I.D. is almost always automatic detainment until they can identify the suspect.

It's not like the officer just happened to walk by and decided to go question her. He was called there because someone allegedly witnessed a crime.

It is illegal to not identify yourself to a cop when being asked and they can detain you until your identity is confirmed. Add that to a law being broken, ala public indecency, and you have an arrest.

I watched this on Dr. Drew.

I couldn't believe that anyone could take the actress's side in this. She straight up throws the race out card for no reason then rolls with it. Then the media ate it up like wildfire. The cop did his job and responded to the call of she and her boyfriend having sex in a car. All he tried to do was clear his name. He wasn't even rude in the video. Plus, in terms of technicalities, the audio was his own property that the police department already had access to at the time. And the fact that 10k being requested out of spite from a retired police officer just looks petty.
