The thing that points toward the character is called the 'hook'. Even Marvel and DC's letterers cock up it's placement at least a few times every year. Still, nothing annoys me more than when the hook is coming right out of the characters mouth -like literally poking out from between their lips- this tends to be found in amateur comics more so than professional ones but that's no excuse, it just looks terrible.

No, Thor was trying to mock/ridicule Hulk to piss him off so "Garnishing Hulk's Rages" was supposed to be the funny part.

Thor was basically telling Hulk to cool it with the temper tantrums because they were getting to expensive & he would be held accountable for his actions.
