MAJOR PC Help needed!

All of a sudden, my PC gave me the shutting down prompt that I don't remember giving it and it turns itself off.

Now, as long as the PC is plugged in, my PC starts up by itself, boots up for 3 seconds and then shuts off. Then, 10 seconds go by and it starts back up and shuts off again. This keeps happening as long as its plugged in.

Why is this happening?
