The unique storytelling style of the original series, where the audience knows the murderer from the start and the suspense lies in how Columbo uncovers the truth, could indeed offer a refreshing change from the usual high-budget, special-effects-driven films.

Moreover, Columbo’s character, being rooted in reality rather than a fantasy realm, adds a layer of relatability that audiences might appreciate. His knack for finding the smallest of clues and stringing them together to solve the case could make for a compelling plotline.

As for casting, Mark Ruffalo, he could indeed be a great choice for the lead role. His proven acting prowess and ability to portray complex characters could bring a new depth to the character of Columbo. A film series revolving around Columbo’s adventures could potentially be a hit, appealing to both fans of the original series and new audiences alike. It would be interesting to see how Hollywood takes up this idea.
 

I don't recall him being Italian as some kind of absolute defining trait in the least. In fact with that last name you could make the character a Black Hispanic man and move on without a hitch.
That it's lapsed, yet many assume it about him, is actually a great part of his character. And that he was celebrated both in story and without, for going against stereotypical easy signifier cliches, yet still recognized as typical American Italian, was actually part of his character narrative. Your^ depiction would rob him of that.
I hope the take inspiration from the episode Any Old Port in a Storm.
An amazing episode with great dynamics between Falk and Donald Pleasence as Carsini.

Columbo: Yes sir, on both sides.

Also love this scene, from; Who is he, looks like a bum!?, to .....Oh he's Italian, such a beautiful face, so likable.

Ruffalo would have been ideal for a character revival.

To reiterate:
A character from the small screen that SHOULD be adapted for the big screen.

A Columbo movie, in the traditional style of its storytelling with showing who the murderer is instantly and just how Columbo finds the smallest of clues & strings them together to capture them is something I think Hollywood should go for!
It would be a great alternative from all the big budget special effects movie and give us something we are lacking.
A character outside a fantasy realm you root for with an emphasis on plot.

And I think Mark is the perfect choice for the lead in hoping it could be a film series.
