The Justice League has a group of core members (such as Batman, Superman, Wonder Woman, Green Lantern, etc.), and everyone else (the New Gods, Booster Gold, Blue Beetle, Nightwing, Connor Hawke, etc.) are part of the Justice League Reserves. It allows a hero to have quick transportation (teleportation, etc.) and the necessary communication with the other heroes when needed.
Also, the Avengers were created to be Marvel's answer to the Justice League since the Fantastic Four failed to do that. Hence why they put heroes like Iron Man, Captain America, the Hulk, Thor, Giant-Man, and Wasp on the first couple of issues. It's why New Avengers put Spider-Man and Wolverine on the team. Just like the Justice League is DC's premeir superhero team, the Avengers is Marvel's premeir superhero team.
Honestly, I think the only way an Avengers film can truely work and feel epic is if it is made after most of the movies on Marvel's film slate plus sequels for Iron Man, Thor, and Captain America to build up a Marvel Movie Universe.
I think the ideal roster for an Avengers movie, would be Captain America, Iron Man, Thor, Hulk, Giant-Man, Wasp, Hawkeye, and Spider-Man.
