MCU Cabal

I don't think we really need a cabal. But just taking this as a fun thought exercise I'll try to see what I get. I will go by the same logic as I did for suggesting the Illuminati: Every member has to bring something to the table. Ideally an influential high ranking position or otherwise a unique area of expertise.
I'd say clear potential candidates would be:

• Victor Von Doom - ruler of Latveria

• Emma Frost - leader of the Hellfire Club and influential mutant figure (position could also potentially be taken by Sebastian Shaw as leader of the Hellfire Club or Magneto as leader of the Brotherhood of Mutants)

• Wilson Fisk - one of the most influential crimelords with power in the criminal underworld (position could also potentially be taken by Madame Masque, Count Nefaria, The Hood, The Owl, etc.)

• Helmut Zemo - leader of the Masters of Evil/Thunderbolts and potentially influential figure in Sokovia (position could also potentially be taken by Contessa Valentina Allegra de Fontaine as leader of the Dark Avengers).

• Sharon Carter/Power Broker - Most powerful person in Madripoor, has inside knowledge of government agencies and government secrets such as SHIELD and the CIA. (position could also potentially be taken by Contessa Valentina Allegra de Fontaine if she has a history with SHIELD/Leviathan/Hydra in the MCU).

• Xialing - Leader of the Ten Rings

• Attuma - Leader of the Skarka tribe and influential Atlantean. (in the comics Namor has this position himself but I think after an initial conflict he should be more heroic for a while)

• Maximus - Member of the Inhuman royal family

Then there are some areas where I'm not sure who could be the best candidate:

• Wakandan - M'Baku doesn't seem like he'd necessarily be interested in joining the cabal.. Maybe Calypso if she is introduced and survives? Achebe?

• Eternal - No Eternals seem like they'd be interested the cabal. I guess Druig may have the highest chance but even that seems unlikely

• Magic/Supernatural - I feel like Mordo's mission doesn't align with a cabal and Agatha Harkness is too focussed on herself to join a cabal. Maybe someone like Morgan LeFay or Kaluu?

• Science - Justin Hammer could work I guess, though he seems less skilled and influential than most on this list. Maybe the leader of a revitalised AIM? MODOK? Superia? Monica Rappaccini?

• Space/Cosmic - Most villains with any ties to space that have had anything to do with Earth have been Kree, but I can't see any Kree be interested in working with Earth's cabal. Tyler Hayward could fit but I don't think he's very interesting or anyone would care for him on the team. Maybe someone like Henry Gyrich? Talonar? Star (Ripley Ryan)?
