MCU Last Man Standing Tournament: Suggest Characters For Street Tier?

Well my first crack and getting the bracket out and getting it going didn't start to well lol.

But issues in the bracket like some fighter maybe not belonging in street tier and not seeding the bracket right so that some of the tournament favourites would have been eliminated in the first match.

Thor-El gave me a list of fighter's he thought would suit this bracket.

Tier 1: Black Widow, Daredevil, Nobu
Tier 2: Hawkeye, , Elektra (pre-resurrection), Danny Rand (no Iron Fist)
Tier 3: Punisher, Black Panther (depowered), Erik Kilmonger (depowered), Okoye, Melinda May
Tier 4: Grant Ward, Mockingbird, Daisy Johnson (no powers), Stick
Tier 5: Kingpin, Thor (depowered), M'Baku
Tier 6: Coleen Wing, Bakuto, Rumlow, Batroc
Tier 7: Phil Coulson, Misty Knight, Maria Hill, Sam Wilson, Nakia

The list he gave me had 28 fighters on it so if everyone is happy with the ones mentioned above and we can get 4 more suggested I will up it a 32 man bracket.

What suggestions do you have?
 
Thanks for the shout out. I think it looks pretty good as it is but then again, I would say that. Are you planning to make it hand to hand only or allow melee weapons/guns?

I think the most popular street level character I didn't mention was Peggy Carter.
Other than that you're getting into the more obscure TV characters. Dottie Underwood from Agent Carter (basically the Black Widow of the 1940s), the leaders of the Hand from Defenders, Agent 33 from AoS, Kingpin's assassins from Daredevil S1 and the assassin Stick sent after Elektra in S2, pretty much every character from Kun Lun in Iron Fist etc

My initial thought was just to make it standard gear, so someone like the Punisher might have a gun or two but he's not going to have enough firepower to take on a militia and Hawkeye would have arrows but I don't know if he has all those special trick arrows with him at all times.

What would be your suggestion?
 
I had hand to hand/melee weapons only with standard armour in mind myself but up to you.

Standard gear's a bit vague but if that's what we go with I'd say Hawkeye and Punisher become tier 1 alongside Black Widow and Daredevil/Nobu drop to tier 2. Whatever you choose is going to give some characters an edge over others though.

-allowing pistols/regular arrows is enough to give Hawkeye and Punisher a big advantage and to a lesser extent it helps Black Widow and other Shield agents
-allowing all ranged weapons (i.e. explosive arrows, rifles, shotguns etc) makes Hawkeye and Punisher the clear favourites
-allowing body armour favours Okoye (vibranium weave everywhere but the head) and to a lesser extent Daredevil, Kingpin and Punisher.
-allowing melee weapons helps Daredevil (Billy Club), Widow (electric batons), Elektra (two sais), Mockingbird (magnetic batons), Okoye (vibranium spear), M'Baku (war staff) and depowered T'Challa (shield and spear)
-allowing gadgets helps Black Widow (various tasers, flashbombs, decoy devices etc) and Phil Coulson (EMP, energy shield)
