Most Overrated Batman Villian

Whos the most overrated Batman villian? Im talking about the most popular ones not like second rate ones.

Id say my vote goes for two-face because he really doesnt do anything. In the Long Halloween he killed like 2 people and in Dark Victory he really didnt do much except run from Batman. If Batman didnt have a soft spot for him he'd get beaten so bad because he has no fighting skills.

Mad Hatter's a first rate villain. He's one of Batman's oldest enemies (comic history wise). As for overrated villains, this thread is giving me the feeling that Mad Hatter's overrated.

I think the Joker is pretty overrated. He's the best villain Batman has had to face, but I still think he's given far too much credit.

Now I'm a buttercup. Great. Mad Hatter IS one of the first rate villains (Gotham Central). He belongs up there with Two-Face, Clayface, and Poison Ivy, etc, especially after his appearances in BTAS. His appearance in Perchance to Dream automatically qualifies him as first rate. These days, hardly any villain makes an appearance in the comics any more (besides Joker).

I mean, if you WANT to add Hugo Strange and Deadshot...no one's stopping you. But you make it seem like you only included "first" rate villains to give the Mad Hatter some slack.

Mr. Freeze, damn i almost forgot about him...this is exactly the way he comes off sometimes, he is barely a villian.

On the whole I'd say the Joker. You see people calling him the "best villain ever" or "one of the greatest characters in any literature" when truth is he's more of a cartoon than most fans like to admit. He's had a handful of great treatments but as a character on his own his perception among fans is overblown. I guess that's part of being an icon though.

I went for Bane, but I was also pulled to The Penguin. I think they both suck.
