In a nutshell, that's the issue. Profile probation gives you a smaller pm box than the one you qualified for.

Yeah, usually when someone is being an asschew with their avatar or sig.

Generally, yes, or when someone obviously can't be trusted with the responsibility of an avatar. But sometimes it's given when someone just can't follow a certain rule, and we know that no other punishment will be terribly effective.
