IGN says this is from a project coming in December 07 that has something to do with Civil War. My guess is this is from the Civil War What If? Joe Q mentioned.

That's what I figured, plus they already said the ne What If? series would deal with WWH, Civil War, and Annihilation. We've seen stuff from the WWH and Annihilation ones already I believe.

Some of the potentials I would have considered using:

What if SHIELD had killed Captain America in #1?
What if Invisible Woman had been too slow to block Clor's lightning strike in #4?
What if Captain America hadn't called off the fight in #7?
