Old series: (Make new villains)
Trachmann, Prank, Nicholas Pike, Deadly Nightshade, Ghost, and Polluk

New heroes: (New allies for Flash)
Impulse/Bart Allen, Joan Williams, Maria Flura, Sue Dibny, Red Trinity, Lady Flash, Max Mercury, Arrowette, Solovar, Nightshade/Dr Desmond Powell

Return villains: Capt Boomerang, Grodd, Abracadabra, Godspeed, Flash wraiths, etc.

New ideas:
Harold Wells (Harrison) as owner of Hall of Justice, get rid of Star Labs by being destroyed. Barry to go to other cities and help and random crimes he stops, villains in other states appear, use flash ring more than before. Cameos from other heroes now one universe merged and all members of H. O. J.
