I would LOVE for Harvey Dent to be introduced in 2. He would be part of Batman's cadre in this film. A new addition to his team. The Crusading DA, the Last Honest Cop in Gotham, and the Mysterious Dark Night.

Being that it was 2, it would be fitting.

He could be working w/Gordon and Batman on the Joker case.

This would bring us to Batman 3 but it would only be the 2nd appearance of Harvey Dent. It's in this that he becomes Two Face During a Mob related trial.
