Bob Hoskins can do any accent.... I actually didnt even know that he wasnt American when I was younger (mermaids, mario brothers, Who Framed Roger Rabbit). He'd be my top choice for Penguin, even though I would want him to be British, to me it works better for the character.

As I wrote it, my emotions were going wild. The storyline was there, layed out for me on a platter (like of a couple of ladies I've previously had), I've never felt as much passion in my entire life (apart from when I banged my friends grandma, pretty good for an old git)...

I would take Hoskins and his cockney accent as Penguin anyday over Hoffman.

If Nolan and producers want a British arms dealer/mob boss......Hoskins would be perfect and I think his authentic cockney accent would be perfect. IMDB has some great photos of him looking where when you look at him...right off the bat you think he is the Penguin!
