Movie 1: Mr Freeze, Penguin, Mad Hatter (in a small role), Selina Kyle (not Catwoman)
Movie 2: Hush, Clayface, Poison Ivy, Riddler, Catwoman
Movie 3: Joker, Harley Quinn, Killer Croc, Catwoman
Joker would paralyze Barbara Gordon in this film and the origins of Joker and Harley would be fleshed out

A bit crowded but I'd love to see Paul Dini write and Alfonso Cuaron direct something like this.
