If you have to shovel more than a foot of snow, yes. It would be nice if everyone would pitch in in the neighborhood, I witness folks in my n'hood helping each other. I think it would cut down on folks stressing about saved space and fewer heart attacks related to shoveling snow.

No. It's public parking. If you vacate the spot it's no longer yours.
