Well, technically Orlok's always had hair, the original Schreck version at least with those long bushy eyebrows and tufts of hair along his ears.

But if it's any consolation, his hairline is RECEDING receding so he'll still look mostly bald from certain angles. It seems like it might just be those few strands of hair that droop along the top of his head.
