I can honestly say that I have NEVER liked Penguin until the Arkham games. Though, this looks very promising. Ozzy looks like a creeper. I'm looking forward to see how well he is handled.

I think you might be right. and Bruce being an eyewitness knows it. I'm guessing the corrupt DA kept him from testifying or somehow got his testimony thrown out. This is pre-Dent being DA I'm assuming.

I hope they go with a more Arkham-esque Penguin. That guy was really creepy. Probably the only time I've ever found him at all scary.
