Have you tried anything by H.G. Wells?? Two of his famous novels are character driven & have a sci-fi flavor to them, namely The Time Machine & 20,000 Leagues Under The Sea.
Both are groundbreaking books: Morlock' gave birth to steampunk, while Neuromancer introduced cyberpunk. Both have been endlessly imitated, to varying degrees of success.
Slight addendum: The Warlord of the Air, by Michael Moorcock, was published in 1971 and is often referred to as the first novel to incorporate steam punk elements, though I do not know if they are referred to as such in the novel or by the blurb.
Morlock Night seems to be the novel that got the term, steam punk, coined, though it was published eight years after Warlord of the Air.
