Only Two-Face and Catwoman. And I don't know if I'd even consider Catwoman to be a villain either. There's no need for three or four bad guys. That's overkill (see: Spider-man 3).

I agree, only Two Face and Catwoman, adding Riddler would be too similar to the last Bat Franchise
