Take for example in an earlier spider-man issue starring Venom, Eddie Brock was in the church where he was created, when a cop shows up wanting to arrest him for breaking in an entering. Both Venom and Eddie agree that innocent death disgusts them, but they couldn't risk getting in trouble. Sure, let's say if Eddie is faced with a bunch of armed men, then it would be in best interest to change into Venom so he wouldn't get pumped full of holes.
