I've been wondering for a couple of years now, if anyone knows what the budget is for Smallville, well in terms of the amount of money they are given in total for a season...and how much they usually spend for an episode

It's about $100 million. (Average $4.5M per ep x 22 eps.)

It's probably a little more considering they spend more on season premieres and finales, and "special" episodes like Reckoning and Justice.

"Well below the average"? What ever was I thinking. Special effects sequences are aplenty and cost quite a bit.
