Theo and Tabby are the overall season antagonists for this year, and are definitely being teased as connective tissues between the show's prequel nature and the later mythology. Their kid relation Silver is due for an appearance to prove Bruce has a serious weakness for morally ambiguous blondes.

So, who or what are they? Are they strictly original characters created to serve a function on the show? Aliases for well known villains to be unveiled later? Or maybe an odd mixture of the two: original characters with direct links to known figures and names?

Let's discuss the options:

Completely Orginal characters with an original conflict: perhaps the simplest and most practical solution for the enigma of the siblings. It cuts down on the issues of any future appearances expected of them, and enables them to have surprisingly flexible functions in the show. The downside is the same weakness of other such original characters in mythology shows like this: they lack the immediate foundation and fan support and have to earn it themselves.

Ra's Al Ghul and family: a popular theory with dramatic ramifications for this Batman world. It's possible that Tabby could be based off one of the Daughters of Acheron as well as Tigress, making her Theo/Ra's actual sister, while Silver could conceivable be another Talia alias. However, they don't give that much of a vibe for the Al Ghuls yet, and the family tends to be more international than local.

My pet dark horse theory- The Gates/Pinkneys of Gotham: Theo complains of his family being betrayed by Gothamites and forgotten in spite of "building" the city. Both families have a literal version of this in their backstory, and both have a certain vindictive nature tied to their motives. I think the Galavans could be a take on the Gates/Pinkneys/Arkhams or other such characters, and that their ultimate enemy is that newest secret Gotham society, the Court of Owls.

Part of a secret society that includes very wealthy people?

That pretty much sums up the Court of Owls.

And the tease we have about the Owls from the creators in one of their interviews implies they might show up in some form.

Now we know who the Galvan's were. One of the Gotham's five families that were outcast by the Waynes 200 years ago.

Or, more accurately, they're the family that has the Order of St. Dumas and the Avneging Angel, Azrael, at their command:

I'd eliminate Ras Al Ghul off the list immediately. Theo is no where NEAR that level.
