I wish there was a delete button in real life because I would delete people like that with no hesitation.

I wouldn't presume there are any "rules" to follow in such a situation. At least, one should call the police, but whether you should physically intervene is purely an individual matter.

I would physically intervene, regardless of my personal safety, but would not expect anyone else to, regardless of their gender or the gender of the victim.

This news story made me think of the Jack Reacher film.
