You can do that at pretty much any registrar site.

WB could always buy them or do what Sony did for the Spider-Man websites

For a Teaser site, my guess would be around when the teaser is going to be released. Maybe Summer 07. I kind of hope they can attatch it to TMNT but that may be too early.
